Dams are a common target of nation-state hacks as they’re the source of water and very crucial to modern city life. Numerous hacks have stopped dams from working, but I’m not particularly sure if they can affect what mixture of chemicals can go into the water, which can cause people to get sick. I’d say controlling the cleaning materials that enter the dam is the most crucial part of the system that could benefit from un-digitization.
